The source is Java . Its open source and free and can be used with eclipse ide Which is also free to use.The possibilities are endless .

You can also develop something using google maps API(Application programming interface). Its also cool since you dont have to start from scratch and the guys at google have done all the work for you so you are cool to do what you please with the amount of work they have already done for you.
Even on the google api there is functionality specifically for tracking purposes.
